Representing everything from ancient traditions to progressive amendments, reforms outline the shape of governance in a Country. Each one is unique, and they often give powerful trade-offs or open up unique play styles. Every country starts with only one slot for a reform, but can increase it with certain Advances. Reforms which are specific to a government type can only be selected by countries which have that type and if they are obtained in another way they are lost (on the next month tick) if the country has the wrong government type.
