Each law has to have a Policy selected for it, else it is not active. Different Government Types and Religions gain different laws, and more laws are given through Advances. Depending on what Policy we pick in a law, we will often impact our Societal Values.
Each country has an Administrative Efficiency, which ranges from 0% to 100%. By default, law changes take 2 years to implement, reduced by the administrative efficiency of the nation enacting the law.
Changing most laws has a base cost of 100
Stability.
Laws may be changed with no stability cost through Parliament request, at the cost of 50% approval in Parliament.
