Nobility is the estate made up of pops with the 
Nobles social class. Every pop produces 25 Power and 150 Tax. While estate power is below 25%, the country will get up to +12.5% Maximum tax from the estate. While estate power is above 25%, the country will gain the following bonuses:
- Up to
+75% Levy Combat Efficiency - Up to
+75% Fort Limit - Up to +0.25 Monthly progress to Aristocracy
- Up to −37.5% Maximum tax from estate
Regardless of estate power, the country will gain the following effects depending on the estate satisfaction:
−0.1 to +0.1 Monthly prestige
−10% to +10% Counterespionage
The estate's opinion of other countries scales with the difference in prestige and power projection and also affected by the following:
- +5 if both countries have Monarchy government
- +5 towards countries with higher cultural influence
- −5 towards neighbor countries
- −10 towards countries with higher expected army size
- −10 towards countries with less works of art

The Nobility estate can have the following estate privileges:

 Auxilium et Consilium Nobility receive privileges, but they also have obligations to their Lord. They have to provide troops — auxilium — and maintain fortifications and infrastructures in the lands they rule, but they also have to give counsel — consilium — to their Lord when requested. |

 Avogadoria de Comùn The state is in the hands of the noble and wealthy families who occupy key positions in the Venetian government. To defend the interests of the state and, by extension, of these families, the Council created the Avogadoria de Comùn - the public prosecutors - who supervise accounts of high positions, investigate allegations of corruption and prosecute violations of law.  Banal Lordship This type of manorial domination developed under the feudal system and is based on the 'ban', which is the authority of a lord to command his tenants, give them orders, and punish them. This has led to the Nobility having greater power in their domains, since they are the ones who dole out justice within their territories and can also tax the Commoners for most of their economic activities. |

 Banned Weapons for Commoners Our realm is home to a diverse population, which occasionally leads to conflict. If we permit our people to remain armed, these minor squabbles could explode into all-out war. It is for that reason our Commoners may no longer carry any weapons on their persons. |

 Bavarian Land Division We have divided our dynastic lands justly and in accordance to the law. This will lead to further fragmentation of our lands and a heavily decentralized administration. To emerge as a powerful contender among the princes of the Holy Roman Empire, we will have to assert our control and central authority once more. |

 Baština Grants The system of land grants for our elites is inspired by the Byzantine system of Pronoias. It grants them a grand array of privileges and obligations on behalf of their domains when it comes to administering the lands leased to them by the government. |

 Chancellor Nobles Deriving from the lesser branches of the Nobility, these administrators are responsible for drafting governmental decisions into legal documents, forming the basis of our administration. |

 Charter of the Nobility Following the Pugachev uprising, a charter was issued that strengthens the privileges of the Nobility and emphasizes their role in maintaining order. |

|
 Cima Fiefs As a reward for their victories on the battlefield, we grant frontier territories to our military commanders. This helps to solidify their loyalty to us, and improves the influence our capital has over our distant borderlands. |

|
 Coign and Livery This system, also known as bonnacht, requires that our lesser chieftains must billet our loyal soldiers in their own holdings at their own expense. |

 Consolidated Corruption of the Elites The entrenched members of the upper classes across our domain have long since sunk their claws into our treasury and courts, securing lenient positions and propagating a stagnant ambiance of corruption. |

 Elaborate Court Life We have decided to imbue the courtly life of our country with the most elaborate formality imaginable. As everyone who is anyone is expected to attend our ruler in the capital, this restricts how much plotting the Nobility can do against us, but it does come at a high cost. |

|
 Elite Council At a time where the elites are extremely influential — and can precipitate the rise and fall dynasties — it is fundamentally wise to give them certain key positions in the administrative council. |

 Empower Orthodoxy Nobility This privilege grants the Orthodoxy Nobility many of the privileges and assurances that have been granted exclusively to the rest of our elites. |

 Feudal Mercenary Contracts The armies levied by our people often leave a lot to be desired. In order to protect our people and best our rivals, we must rely on foreign mercenaries, whose contracts will be managed by the elite members of our society. |

|
 Formalized Oath of Loyalty The monarchy is bound by a formalized agreement that requires the rights and freedoms of the estates to be recognized and upheld before an oath of loyalty can be sworn. |

 Fortification Licenses One outcome of our feudal system has been the proliferation of castles and forts built by the Nobility as a means of increasing their power and authority. That has had further effects on our society, as the Nobility are able to entrench and fortify themselves within their inherited dominions. |

 General Privilege of Aragon The General Privilege is a list of deals and laws that compels the monarch to guarantee traditional nobiliary rights and to ask for the parliament's permission before declaring war. |

 Ghazi Lords Warriors for the faith, these devoted fighters campaign across distant frontiers in pursuit of plunder, honor, and divine purpose. Comprised of zealous volunteers and tribal raiders, they guard our borders through relentless raids and conquests, spreading both influence and fear in equal measure. |

 Golden Bull of 1222 A foundational document that enshrines the rights and privileges of the Nobility. By virtue of this treaty, they are granted exemption from direct taxation, ensuring that they suffer no financial burdens from the state's demands. Moreover, this privilege limits their obligations to provide troops, safeguarding their liberties while enhancing their influence in the kingdom. |

 Golden Liberty The Golden Liberty, also known as Złota Wolność, represents the significant influence and privileges currently held by our Nobility, including the right to elect the ruler and shape national policy. It entailed that all Nobility, regardless of rank, economic status, or ethnic background, were considered equal in power to their peers. |

 Heritable Iqṭā' The post of Iqṭā' holder is not usually heritable. Transforming it into a hereditary one would be unprecedented, and would increase the loyalty of the Nobility. |

|
 Inaugural Diplomas In a bid to forge strong ties with the elite members of our society, we have granted them a series of benefits under the agreement of the Inaugural Diplomas. Among the concessions are reduced levy obligations to the Crown and the right to reduced taxation. |

 Increased Civic Engagement Encouraging the public to engage with sociopolitical matters is an excellent way to safeguard the health of our nation. If they are more involved with the politics and administration of the country, surely they will work harder to ensure its prosperous future. |

 Justicia de Aragón Justicia de Aragón is a powerful legal and judicial office in the Crown of Aragon, established to uphold regional laws, mediate disputes, and protect the rights of subjects against royal overreach. |

 Kaigama The Kaigama is the governor of our Southern territories and the chief of the army. With power, vigor, and tremendous influence, Nobility who hold this title have at times even played the role of king-makers, as they may decide who shall rule. |

 Kormlenije The Kormlenije System is a mechanism to address the financial and material needs of the Russian Nobility, establishing a financial dependency among the elites. This dependency, in turn, plays a crucial role in securing their unwavering loyalty. |

 Land Rights This represents the privileges our Nobility have over the lands they rule and the people who inhabit them. Among those rights, Nobility can usually tax the Commoners living on their lands, draft them to form levies, or mete out justice on their own. These holdings are usually hereditary. |

 Libro d'Oro The Great Council of Venice has many rules that determine who is worthy of being a member. One is the Libro d'Oro, which contains a list of families that meet these requisites and can claim to belong to the Nobility of Venice.  Manifesto of Freedom Following a period of political turmoil, the elite members of our society are granted extensive civil liberties to ensure their continued loyalty.

 Monetary Fiefs Rather than granting permanent hereditary fiefs to Nobility, the crown retains direct ownership of most lands and appoints temporary administrators to manage them. These officials enjoy the revenues and authority of their territories only while holding office; upon their death or dismissal, control reverts to the crown. This prevents powerful hereditary aristocracies from forming and bolsters administrative loyalty. |

 Nihil Novi The elite members of our society have secured the right to not have any laws made without their consent. Not only that, this privilege also forbids freedom of movement of the serfs and limits rights of the townsfolk. |

 Noble Navy Our navy is maintained and controlled by the Nobility. Thanks to their financial contributions, we will be able to raise a mighty fleet, although in exchange for permitting the Nobility to have more influences over naval affairs. |

|
 Noble Patronage of the Arts Several prominent families within the Nobility have taken to sponsoring poets, painters, and scholars in their courts and villas. While some may see this as vanity, such patronage often gives rise to bold new schools of thought and expression, typically in exchange for more influence with the court. |

 Office of the Farima-Soura Charged with guarding the northern border, the Farima-Soura monitors traffic across the Saharan border, and oversees the safety and swift passage of all mercantile traffic in and out of our borders. |

 Office of the Sankar-Zouma The Sankar-Zouma is a prestigious office granted to the [GetCountry('MAL').GetGovernment.GetEstateName('nobles_estate')] by the highest authority in the land. Its role, much like the Farima-Soura, revolves around exercising authority along all trade routes across the southern border. |

 Only Nobility as Leaders Our Nobility believe that they are the only ones capable of leading our armies and navies, due to the events of the past. However, this rankles members of the other Estates, who think that the Nobility are arrogant fools. |

 Ordinance of Laborers To the great dismay of the lowborn, this ordinance has been passed to prevent the spiraling salary costs of the Commoners, effectively fixing wages to pre-plague levels. Employers are also prevented from hiring excess workers, and it is mandatory that all those under the age of sixty must work. |

While those not of the [GetCountry('FRA').GetGovernment.GetAdjective] family enjoy the luxuries of the palace, it has come at the cost of greatly diminished political influence, in order to maintain the favor of the [GetCountry('FRA').GetGovernment.GetRulerTitle].  Tysiatskii Office The Tysiatskii are military leaders selected from the Boyars. While in other states their responsibilities lie mostly in commanding our soldiers, our Tysiatskii Office serves additional functions as the representative of the Commoners, as acting judges in the commercial court, and as supervisors of our fortifications. |

 Visconti City States The County of Milan under the Visconti family is marked by a fractured and decentralized state. Different prominent members of the Visconti house, including Azzone, Gian Galeazzo, and Bernabò, vie for supremacy through various tactics such as alliances, betrayals, and military campaigns. This constant power struggle constantly weakens the central authority of the County of Milan and contribute to a state of instability and fragmentation in the region. |

 Vlastele Krayishnik Our borderlands must be safely guarded at all times. To that end, the system of krayine splits our frontiers into well-administered districts under the command of local lords, known as Vlastele Krayishnik, who are in charge of maintaining and protecting the people of their provinces. |

 Yerima The Yerima is the governor of our Northern territories and in charge of levying able-bodied fighters to form the lower castes of our armed forces. While not enjoying as much influence as the Kaigama, we may yet come to rely on what sway the Yerima does have when recruiting soldiers, since we continue to struggle against exterior and interior foes alike. |

 Zamindar Tax Privilege The Zamindar are feudal rulers who rule autonomously or semi-autonomously over our territories. While they are owners of the land they administrate and part of our nobility, in the end, they serve as internal vassals to the crown itself. In times of war, it is the right of the Zamindar to collect taxes to support our war efforts. Granting this privilege will greatly increase our income — but also the power of the Nobility... |
